??Former Chief and President of Remington Fire Department Indicted Separately for Fraud, Embezzlement
ALEXANDRIA, VA?Douglas G ?Bo? Taylor, age 52, of Remington, Virginia, the former chief of the Remington Volunteer Fire and Rescue Department (RVFD), was charged in an eight-count indictment by a federal grand jury on allegations related to theft from a program receiving federal funds, wire fraud, and filing false individual income tax returns, according to charges unsealed today. In a separate indictment, William Joseph Stuart, age 52, of Bealton, Virginia, the former president of the RVFD, was also charged with theft from a program receiving federal funds, according to a one-count indictment made public yesterday. Neil H MacBride, United States Attorney for the Eastern District of Virginia; Valerie Parlave, Assistant Director in Charge of the FBI?s Washington Field Office; and Thomas J Kelly, Special Agent in Charge, Washington, DC. Field Office, IRS-Criminal Investigation, made the announcement today after the indictment of Taylor was unsealed.
Taylor is scheduled to make his initial appearance later this afternoon in the United States District Court for the Eastern District of Virginia. Stuart is expected to appear in the same Court on Friday, August 2, 2013, for his arraignment. Taylor faces a maximum penalty on the two theft charges of 10 years in prison and 20 years in prison for each of the four wire fraud charges. These charges carry a maximum fine of $250,000 and full restitution.
Finally, for each of the two charges alleging the filing of false income tax returns, Taylor faces a maximum penalty of three years in prison, a $100,000 fine, and full restitution. Stuart faces a maximum penalty on the single theft count of 10 years in prison, $250,000 fine, and full restitution. According to the indictment, Taylor served as the chief of the RVFD from 1994 through 2011, during a time when the RVFD fire station underwent major renovations and reconstruction with funding, in significant part, from the United States Department of Agriculture. The indictment alleges that Taylor, a licensed master electrician, offered to do some of the renovations at the fire station and only seek reimbursement for his out-of-pocket expenses.
As the charges allege, Taylor then submitted false invoices that contained charges for materials Taylor did not purchase and charges for labor that, at times, was never performed or were inflated from the hours that were actually performed. Taylor is also accused of using a Prince William County Public Schools System (PWCS) credit card to purchase some of the materials used at the fire station project (and elsewhere). In total, the indictment alleges that Taylor defrauded the RVFD of more than $90,000 and the PWCS of approximately $60,000. Finally, Taylor is accused of not disclosing the money he fraudulently obtained from the RVFD and winnings from the Virginia lottery on two individual income tax returns filed with the IRS.
A separate indictment alleges that during 2008 and 2009, Stuart embezzled approximately $40,000 from the RVFD financial accounts where he had signature authority. This case was investigated by the Federal Bureau of Investigation?s Washington Field Office and the Internal Revenue Service-Criminal Investigation. Assistant United States Attorney Mark D Lytle is prosecuting the case on behalf of the United States. MANILA, Philippines?The United States will help preserve the Philippines? rapidly vanishing tropical rainforests under an $31.8-million debt-to-aid conversion signed in Manila on Thursday, the two governments said.
Payments on debt owed by the Philippines to the US Agency for International Development will be redirected to starting a tropical forest conservation fund, a joint statement said.
The fund would provide grants to conserve, maintain and restore still substantial forest lands in five regions of the archipelago.
?In addition to helping to preserve the Philippines? extraordinary terrestrial biodiversity, the fund will contribute to international climate change mitigation efforts,? the statement said.
US-based environment group Conservation International lists the Philippines as one of 17 ?mega-diversity? countries that together have more than two-thirds of earth?s plant and animal species.
However the Philippines is also considered a biodiversity hotspot due to rapid harvesting or conversion of its forests to farms or other uses.
The Philippine government says the country lost half its forest cover over the past 100 years, and is down to 7.6 million hectares (18.78 million acres).

The six bowls that will be in the College Football Playoff semifinal rotation will be known as the "New Year's Six," according to executive director Bill Hancock. Those six bowls are the Rose Bowl, Sugar Bowl, Cotton Bowl, Fiesta Bowl, Orange Bowl, and Chick-fil-A Bowl, and will serve in a rotation where each site will host a semifinal game every three years.
I guess that clears up a bit of an issue, since "New Year's Six" is more accurate than calling them BCS bowls. Since, you know, the BCS will be gone.
Hancock also said that the famous crystal football, which was awarded to the BCS champions, will be discontinued, and the College Football Playoff will have a new trophy when it starts in 2014. I don't believe the crystal ball had anything written or engraved on it that would connect it to the BCS other than its trophy stand, so I'm not sure why it needs to be replaced. A marketing professional probably told them they needed a clean break from the previous system to help establish their #brand.

Swiss media are reporting that pop stars David Bowie, Sade and talk show impresario Oprah Winfrey are among the more than 120 guests invited to Sunday's Buddhist-inspired event.
Zurich police spokeswoman Esther Surber says authorities are temporarily barring boats on Lake Zurich from nearing Turner's Chateau Algonquin estate in the Kuesnacht municipality to prevent onlookers from causing accidents on the waterway.

Fans, scores in their own multi-colored multiverse of costumes, began lining up hours early for one of the pop-culture celebration's most-anticipated events. They were rewarded with a little bit of everything from the comic book, film, anime and video game worlds.
Some of the 38 contest entries aimed for authenticity, faithfully recreating Batman and Wonder Woman, others for camp. Fans responded to both, laughing and cheering along with a group that morphed the Yugioh card game into a contest between members of the DC and Marvel comic book catalogs, but also applauding imaginative creations with moving parts like "Bat Wolf" and "Knights of Saggitarius" and "Scourge."

If you drive by the Springfield News-Leader on Campbell Avenue, you may notice a set of concrete steps, set into the grass just north of Tampa Street and leading nowhere.
They appear unremarkable ? nothing more than a curiosity.
However, they are a relic of a building from Springfield?s first Catholic parish, Immaculate Conception.
These old steps that lead nowhere, set into the grass at the edge of the News-Leader?s parking lot, once carried parishioners in the late 1800s and early 1900s into the church that stood on this spot. It took some research to find evidence in maps and old photos to confirm that the church once stood here. (Some old documents mistakenly placed it on a different corner.) / News-Leader
Today, the crumbling steps aren?t accessible. A chain-link fence stretches across the length of the stairs, and a storage shed stands nearby.
But decades ago, they were part of the main entryway to the first Immaculate Conception Catholic church, completed in 1886 and torn down in 1957.
For more than 70 years, families followed the steps to Mass, to confession, to Easter service and to Christmas Eve Mass. Newly married couples carefully descended the steps while hiding their faces from hurled handfuls of rice. Somber community members ascended the stairs to pay final respects at funerals.
According to a document at the History Museum on the Square, written in 1957 by Mary D. Schuerer from information compiled in 1915 by Jonathan Fairbanks and Clyde Tuck, the Immaculate Conception parish was founded in 1866 by the St. Louis Diocese.
The parish?s first Mass was celebrated at the home of William Dailey on March 6, 1866. The home was on the east side of Boonville Avenue, somewhere north of the Jordan River.
The building was a massive building of Gothic architecture.

Before a permanent church was built, the parish also held Mass in a former Baptist church on South Avenue, and in the Phelps Building, near where the Woodruff Building stands downtown.
A 30 feet by 60 feet building was then constructed on the southwest corner of Campbell Avenue and Tampa Street (called Pine Street at the time) in 1868 to be used as a church. The building was later moved to the north side of Pine Street and became a parochial school.
The land for the Immaculate Conception church ? at the northeast corner of that intersection ? was purchased in 1874 for $1,100.
The church foundation was dug in August 1882, and the cornerstone was laid in the spring of 1884. Enclosed was a metal time capsule box. (When the church was razed 73 years later, and the rusted box opened, it contained only crumbled papers that appeared to include an 1882 newspaper telling about the dedication and a list of the original parishioners.)

Selections of the document from the museum describe the old church this way:
?The building was a massive building of Gothic architecture, with high steeple supported by four flying buttresses with plain cross towering 12 feet. A magnificient (sic) structure made entirely of red brick, tile entrance and translucent stained glass windows. The interior was finished in yellow pine and cherry wood. The wood paneled ceiling was made with massive beams beautifully arched, and extremely high. Had three high altars finely finished and made by then local cabinet men. The main middle altar enthroning the statue of the ?Immaculate Conception? was donated by Mr. Richard Evers, a local lumber dealer, side altars by other men here. August Lohmeyer, then a local cabinet maker did much of the work on the altars.?

According to Sharon Weidelman, director of family life ministries and religion educator at the current Immaculate Conception church at 3555 S. Fremont Ave., the original Immaculate Conception church celebrated its first Mass on Aug. 15, 1886.
The day was chosen because Aug. 15 is the feast day of the Assumption of the Virgin Mary, for whom the parish was named. In fact, she said, as the parish has moved into newer buildings over the years, each one celebrated its first Mass on that day.
The final Mass in the first building was celebrated Sept. 11, 1955, and the structure was demolished in 1957. The museum document said the land was purchased by the newspaper. Weidelman said the building closed because it had become structurally unsound.
?It wasn?t safe to hold Mass there,? she said.
This action pushed parish members to attend other Catholic churches until a new Immaculate Conception was built in 1957 on the site of the current Mercy Hospital. The parish moved again to its current church home on Fremont, where the first Mass was celebrated Aug. 15, 1981. The building was dedicated on Aug. 30.

Florida Gov. Rick Scott held an emergency meeting Thursday night with pro-Trayvon Martin protesters that staged a sit-in outside his office to demand an end to Florida?s ?Stand Your Ground? law.
Scott, who has been under fire from activists in the wake of George Zimmerman?s acquittal in Martin?s death, met with protesters at the State Capitol and reminded them that he agrees with Florida?s ?Stand Your Ground? law, but that he?s calling for a ?statewide day of prayer for unity? to help people of all persuasions move beyond the verdict.

True enough, but certainly they could come up with some pretext that actually has a logical connection to Stand Your Ground to push their agenda. It?s nice where possible, but not always practical, to use a stun gun (and a hand held stunner would have worked better than a taser gun assuming Zimmerman could get at it).

I read the article, which was clearly biased. But, I did not see any caving by Gov. Scott on anything. He supports the verdict, is not calling a special session of the legislature, and supports Stand Your Ground which is what this group wants repealed. It?s irrelevant that SYG was not part of GZ?s defense. What is relevant is what these leftists want, and Gov. Scott is not giving them that. It?s his duty to represent all Floridians and listen to their views. But, he is standing his ground and adhering to conservative principles.
So I don?t believe the whining on this thread that somehow Gov. Scott is now a turncoat.

Let's take a look at that, shall we?
The media have failed miserably in their crusade to disarm Americans in general. Not one of the senseless incidents of slaughter has been an effective tool in recent years as the driving force for more constraints on the RKBA, in fact, just the opposite has occurred with rare and limited exceptions.
Not Sandy Hook, nor Aurora Colorado, not even Gabby Giffords' new-found poster-child status has been enough to throw against the firmly held belief that Americans have a Right to Keep and Bear Arms, and furthermore, the unalienable right to use those arms in self defense.
By trying to make this a racial issue, by trying to blame it on "too loose" laws regarding self-defense, the media are desperately trying to find a crack in that armor.
The SEIU, the usual race-baiters, and other professional agitators are the last assault force, who (if ever) win concessions by threatening or implying threats of violence and/or disruption.
The Communists have failed, again, to turn legitimate self-defense (the jury said so) into something it is not in order to further their agenda of weakening America and Americans' fundamental rights.
People need to encourage the Governor in the other direction from the agitators (pols always stand straighter when the majority, as perceived, has their back).
They don't ordinarily have much for a spine, but exert enough pressure and they can stand up straight.

Let's take a look at that, shall we?
The media have failed miserably in their crusade to disarm Americans in general. Not one of the senseless incidents of slaughter has been an effective tool in recent years as the driving force for more constraints on the RKBA, in fact, just the opposite has occurred with rare and limited exceptions.
Not Sandy Hook, nor Aurora Colorado, not even Gabby Giffords' new-found poster-child status has been enough to throw against the firmly held belief that Americans have a Right to Keep and Bear Arms, and furthermore, the unalienable right to use those arms in self defense.
By trying to make this a racial issue, by trying to blame it on "too loose" laws regarding self-defense, the media are desperately trying to find a crack in that armor.
The SEIU, the usual race-baiters, and other professional agitators are the last assault force, who (if ever) win concessions by threatening or implying threats of violence and/or disruption.
The Communists have failed, again, to turn legitimate self-defense (the jury said so) into something it is not in order to further their agenda of weakening America and Americans' fundamental rights.
People need to encourage the Governor in the other direction from the agitators (pols always stand straighter when the majority, as perceived, has their back).
They don't ordinarily have much for a spine, but exert enough pressure and they can stand up straight.
