(AP) ? Palestinians have erupted in wild cheers, hugging each other and honking car horns after the United Nations voted to grant them, at least formally, what they have long yearned for ? a state of their own.

In the central celebration in the West Bank city of Ramallah, hundreds crowding into the main square waved Palestinian flags and chanted "God is great" after the U.N. General Assembly vote.

It accepted "Palestine" as a non-member observer state with a vote of 138 in favor, nine against and 41 abstentions.

The decision won't immediately change lives here, since much of what the world body is defining as the territory of that state ? the West Bank, Gaza Strip and east Jerusalem ? remains under Israeli control. Yet many Palestinians savored the global recognition.

Senator Reid says little progress made on "fiscal cliff" talks

WASHINGTON (Reuters) - Senate Majority Leader Harry Reid said on Tuesday that he is disappointed that there has been "little progress" among Democratic and Republican lawmakers as they try to reach a deal to avoid the year-end "fiscal cliff."

Reid, a Democrat, told reporters that not much headway has been made since congressional leaders met with President Barack Obama on November 16.

"They talked some happy talk about doing revenues, but we only have a couple weeks to get something done," Reid said about Democrats' negotiations with Republicans. "So we have to get away from the happy talk and start talking about specific things."

Despite his tone of frustration, Reid also said he is optimistic that lawmakers ultimately will reach a deal to avoid plunging off the fiscal cliff, a convergence of an estimated $600 billion in tax increases and spending cuts that threatens to trigger another recession.

"I'm extremely hopeful, and I do not believe that the Republicans are going to allow us to go over the cliff," Reid said.

WEDNESDAY, Nov. 21 (HealthDay News) -- Birth control pills are safe and should be sold over-the-counter without the need for a doctor's exam or prescription, the American College of Obstetricians and Gynecologists (ACOG) recommended Tuesday.

Noting that half of all pregnancies in the United States are unintended -- a rate unchanged in 20 years -- ACOG said easier access to oral contraceptives could help reduce the number of unintended pregnancies.

"It's unfortunate that in this country where we have all these contraceptive methods available, unintended pregnancy is still a major public health problem," Dr. Kavita Nanda, a scientist with the North Carolina nonprofit FHI 360 (formerly known as Family Health International), told the Associated Press.

Many factors contribute to the high rate of unintended pregnancies in the United States, a situation that costs taxpayers an estimated $11.1 billion each year, ACOG said in a statement. Access and cost are common reasons why women either don't use contraception or have gaps in use. Making oral contraceptives available without a prescription could possibly reduce the unintended pregnancy rate, said ACOG, the nation's largest group of obstetricians and gynecologists.

But over-the-counter sales of birth control pills aren't likely to happen any time soon. A company would first have to get government approval, and it's not clear if any are thinking about doing so at this time, the AP reported.

It's also not clear how much birth control pills would cost women if they were no longer covered by insurance. ACOG estimates that young women and the uninsured currently pay an average of $16 for a month's supply.

In making its case for over-the-counter birth control pills, ACOG pointed to research from the U.S. Institute of Medicine that found that women with an unintended pregnancy are more likely to smoke or drink alcohol during pregnancy, struggle with depression, experience domestic violence, and are less likely to obtain prenatal care or breast-feed. Also, short intervals between pregnancies have been linked to low birth weight babies and prematurity, which increase the chances of health and developmental problems for the child, the physicians' group said.

ACOG acknowledged that all drugs carry risks, and birth control pills are no exception. Use of the Pill has been linked to an increased risk of blood clots, but the physicians' group said the risk is "extremely low."

Dr. Jill Rabin is chief of ambulatory care, obstetrics and gynecology, head of urogynecology at Long Island Jewish Medical Center in New Hyde Park, N.Y. Responding to the ACOG recommendation, she said, "This isn't a new discussion, it's been in discussion for at least the last four years, and this isn't a committee opinion that they wrote lightly."

Noting that it's "not a black-and-white issue, obviously there are risks and benefits," Rabin said she supports the recommendation "because they (ACOG) looked at the literature very, very carefully. This is a spectrum of practitioners, academicians and they really weighed the data very carefully."

Addressing the prospect of younger girls buying over-the-counter birth control pills, Rabin said she hopes the ACOG recommendation doesn't lead to bypassing parent-child discussion.

She added, however, that "adolescents are adolescents. We want our children to be safe and we want them to not be pregnant and we want them to not contract a viral or bacterial illness. But the literature is that adolescents are sexually active -- a significant percentage of them are sexually active.

"We want our kids to come to us [as parents] regardless and hopefully they will," Rabin said. "It's better to open the discussion. We stress abstinence but we want to be realistic, too, we want to keep our kids safe and healthy. The fact is that an unwanted pregnancy in a 14-year-old girl is a devastating thing. It interrupts school, it interrupts life, it's physically more difficult because their bodies aren't completely developed."

Earlier this year, the U.S. Food and Drug Administration held a meeting to collect ideas about how to sell regular birth control pills without a prescription. And on Tuesday, the FDA said it would meet with any company interested in making a non-prescription birth control pill to discuss what studies would be needed for approval, the AP reported.

The ACOG statement is published in the December issue of the journal Obstetrics & Gynecology.

Did you know that there are beetles species which can live where there is no rain or water by collecting the moisture from the morning dew as it rolls off their backs?Have you ever marveled at the giant ant colonies and how they build their habitat, consider this for a moment. Why Wuxi is not your ordinary Chinese city

Because city planners are hoping to turn Wuxi into a high tech hub, the air is breathable, the streets are broad, and many of the suburban districts look like a bucolic Google campus writ large.

Wuxi is one of those cities ? and there are dozens of them in China ? that almost nobody outside the country has ever heard of, but turn out to have nearly 5 million people living in them.

What makes Wuxi even more striking is that the city fathers have pinned their hopes for the future on high tech. That means this is not the sort of town you imagine when you think, ?5 million people in a Chinese city.? The air is breathable (indeed the authorities are decommissioning coal-fired power plants near the center of the city), the streets are broad, and many of the suburban districts look like a bucolic Google campus writ large.

Things are not necessarily what they seem, however.

The city?s shiniest success story, until recently, was Suntech, the biggest manufacturer of solar panels in the world. But the company has been hit hard by a downturn in the industry, and saddled with debt has been laying off workers in the past few months.

Still, Wushi has other strings to its bow. While many other Chinese cities have made a name for themselves on the strength of a particular product (?Yiwu ? Sock Capital of the World?), Wuxi has broader appeal. For example it has focused on measuring instruments, which nowadays means digital measuring instruments, another high tech business with good export potential.?

Once, the worst polluter in China

But all this represents a bid by the city to escape its nationwide image as one of the worst polluters in China. For Wuxi built its prosperity on thousands of chemical factories along the shore of Lake Tai, the third largest freshwater lake in China.?

For years they have poured phosphates and other effluents into the lake, sucking out the oxygen and killing the fish and shrimp for which the lake was famous. In 2007 the waters of Lake Tai became so eutrophic they were covered with a thick layer of luminous green, foul smelling pond scum. More than 2 million people were deprived of cooking and drinking water for nearly a week. Each spring the scum re-forms, though rarely as badly as five years ago.

The local government has repeatedly promised to enforce stricter pollution controls, and repeatedly failed to do so, according to environmental nongovernmental organizations. In fact even as Lake Tai was fouling up in 2007, the best known local activist was being jailed for three years on what he insisted were trumped-up charges of fraud and blackmail. Since he got out of prison, reporting that he had been tortured, he has kept his mouth shut.?

It is not hard to see why. The authorities in Wuxi want to present the world with a clean, modern, international image that will attract traders and investors. And anyone who threatens to sully that image by drawing attention to inconvenient truths had better watch out.

Avelino Tajonera, Gulf Oil Platform Worker, Dies After Fire

NEW ORLEANS (AP) ? The Philippine ambassador says one of the men critically burned in an offshore oil platform fire has died in Louisiana.

The ambassador, Jose L. Cuisia Jr., says in a news release that 49-year-old Avelino Tajonera died Friday, shortly after his wife and three children arrived from Manila.

Three other men remain hospitalized. The ambassador says their families are in Baton Rouge.

The explosion and fire Nov. 16 also killed 42-year-old Ellroy Corporal, whose body was found in the waters nearby. The search for another man, 28-year-old Jerome Malagapo, was called off.

The embassy quotes Consul General Herrera-Lim as saying three Filipino workers who survived the fire are back in Manila after giving statements to federal authorities investigating the fire.

(AP) ? It sounds as if Duke coach Mike Krzyzewski is putting together a screenplay: "The Maturation of Mason Plumlee."

So far the reviews have been great.

Plumlee scored 20 points and grabbed a career high-matching 17 rebounds to lead No. 5 Duke to an 89-71 victory over Minnesota on Thursday in the opening round of the Battle 4 Atlantis.

The 6-foot-10 senior had four solid games this season before putting on an impressive performance against a team known for being physical and playing defense.

"Maturity is what you need to be this good," Krzyzewski said. "Most kids don't figure that out. He has. And it wasn't a case of him being immature before, he has just matured."

Seth Curry scored 25 points for Duke (4-0), which will face VCU in Friday's semifinals. The Rams beat No. 19 Memphis 78-65.

Plumlee was coming off a career-high 28 points on 9-for-11 shooting from the field, 10 of 11 from the free throw line and had nine rebounds in the Blue Devils' previous game, an 88-67 win over Florida Gulf Coast.

He was 8 of 10 from the free throw after coming in 17 of 22 (77.3 percent). That is very impressive for a guy who shot 52.8 percent from the line last season and 54.3 percent and 44.1 percent the two seasons before.

"I'm in a role that I love and feel like I am in control and confident in myself and my team," Plumlee said. "I think guys like Quinn (Cook) stepping up playing great and Ryan (Kelly) is playing better too. I think everything is heading in the right direction."

Sophomore point guard Quinn Cook had a career-high 17 points for the Blue Devils who extended their regular-season tournament winning streak to 21 games, a run that stretches to the championship game of the 2006 CBE Classic.

"My job is to communicate with everybody and be a leader," Cook said. "My teammates have confidence in me and know I can do what I have to when things break down."

Ryan Kelly had 14 points for Duke and freshman Rasheed Sulaimon, the fifth starter, added 11. The only points scored by a non-starter were the two from Amile Jefferson. Only four reserves played for Duke.

"We're not going to score that much from our bench, that's not what those guys have to do when they get in the game," Krzyzewski said. "It doesn't always have to be a certain way. These guys come in to make the hustle plays, rebound, defend. Do what we need to be done."

Rodney Williams had 16 points for the Golden Gophers (4-1), who just couldn't cut into the Blue Devils' lead in the second half.

"I think we had a couple of lapses on defense," Williams said. "Duke hit some big shots in the second half when we were playing good defense."

Duke's lead ranged from 10 to 13 points throughout most of the second half. Minnesota, a team known for its toughness and defense, met its match in the Blue Devils, who were just as physical as the Gophers, and were more so through the last 5 minutes when Duke pulled away.

"K's teams are always hard to play and that means they are hard to beat," Minnesota coach Tubby Smith said. "Plumlee is really good."

Curry was 8 of 11 from the field and Duke finished 30 of 55 (54.5 percent). Curry made all three of his 3-point attempts and the Blue Devils were 8 of 10 from beyond the arc.

Minnesota had held its first three opponents to 28.6 shooting from the field and 19.1 percent on 3s while giving up 48.0 points per game.

Obviously Duke was a little bit better than the Gophers' first three opponents.

"We felt we could try and get physical with our three big guys but he's just a real talented player," Smith said. "Game plans are meant to work but it didn't today."

This was Duke's 150th consecutive game ranked in the Top Ten and the Blue Devils are 150-30 in those games.

(AP) ? Not many young quarterbacks would even have the audacity to imagine making their first career starts under the circumstances surrounding Max Wittek at the Coliseum on Saturday night.

The freshman is replacing Matt Barkley, an injured senior who has claimed most of the career passing records at Southern California. He's facing Notre Dame (11-0), a storied football power with a No. 1 ranking and the nation's most feared defense.

The Irish need just one more win to book a spot in the national title game, and the struggling Trojans (7-4) have lost three of four. Yet Wittek also has arguably the best receiving duo in the nation catching his passes and a sold-out stadium firmly at his back.

If the enormity of this occasion is scaring Wittek, the confident 19-year-old with a bigger arm than Barkley hasn't shown it a bit.

"You really can't ask for a better opportunity to show what you've got," Wittek said. "I just want to get that first snap, maybe that first hit, out of the way, and I'll be ready to go."

Although USC has dominated the past decade in this delicious intersectional rivalry, winning nine of 10 and missing a clean sweep by one dropped touchdown pass two years ago, Wittek and the Trojans realize most of the pressure is on the other sideline this time.

The Irish are just one win away from completing a remarkable run to the BCS title game in coach Brian Kelly's third season. With so many pressure-packed wins already behind them this season, the Irish will hit the field in downtown Los Angeles simply trying not to get caught up in the matchup's history ? or the history they'll make with a victory.

"You think about it," Notre Dame safety Zeke Motta said. "In the back of your mind, it's there that if you win this game, you're going to play in the national championship. What more motivation do you need? But I think we want to treat it like any other game. Obviously it's a rivalry game, so we're going to be playing fierce and tough. We're just focused on who we're playing against and sticking it to them."

Notre Dame has done its part to make the schools' 84th meeting appropriately memorable. The Irish headed to the Coliseum with the No. 1 ranking for the sixth time in the schools' shared history, and they're unbeaten when facing USC for the first time since 1993.

USC is headed to a lower-tier bowl game, but could halt its late-season slide from the preseason No. 1 ranking by crushing the Irish's title dreams. USC has stumbled after a 6-1 start to a season of enormous expectations, losing to Arizona, Oregon and UCLA in the previous four weeks.

"This is a game where we can get our respect back and get a good feeling about ourselves," USC safety T.J. McDonald said.

Both teams are made up of teenagers and young adults who can't possibly have the same connection to this rivalry as thousands of alumni, former players or football fans who simply enjoy the college sport's best traditions. The USC coaching staff attempted to remedy some of those educational gaps this week, with coach Lane Kiffin and defensive coordinator Ed Orgeron speaking up in team meetings about the series' meaning and lore.

Kiffin also played Notre Dame's fight song during USC's practices this week, hoping to remind the Trojans of their 31-17 upset win in South Bend last year.

"My dad never beat them, so he definitely has a chip on his shoulder when it comes to this rivalry," said McDonald, whose father, Tim, also was a defensive back at USC. "All of the Trojan family is watching. Everyone wants to see how the Trojans are going to play, how they're going to respond from last week. We've just got to be able to go out there and make a statement."

Everybody on the USC offense knows all about the imposing Irish defense led by linebacker Manti Te'o, which has allowed just 10.1 points per game and eight touchdowns all season. Notre Dame's punishing run defense has been almost impenetrable, but its pass defense has yet to be tested by an offense with USC's talent ? even with a freshman quarterback at the controls.

Wittek has played only sparingly this season, but has known he would be under the spotlight this week since the injured Barkley texted him after last week's loss: "Let's go beat the Irish."

After two full years of practice in Kiffin's offense, Wittek is eager to show the Trojans won't have to keep it simple as they did two years ago, when backup Mitch Mustain filled in for the injured Barkley in Notre Dame's 20-16 win at the Coliseum.

"They're a great defense, obviously one of the top defenses in the NCAA, but every defense does have their soft spots," Wittek said. "Theirs are obviously limited in being such a great defense, but we are looking forward to taking advantage of some of those soft spots."

Wittek's confidence doesn't seem so outlandish given the talent around him: receivers Marqise Lee and Robert Woods along with tailbacks Curtis McNeal and Silas Redd. Wittek's teammates are completely familiar with the quarterback who got about 25 percent of the first-team snaps in practice this year ? and he's superior to the decorated Barkley in at least one area.

"Max throws much harder. It hurts," Lee said with a laugh. "I have faith in Max. I know he can do it. It's about waiting for your time, and his time is here."

If the Trojans can crack Notre Dame's vaunted defense, the Irish offense will be required to produce a big game against USC's struggling defense. USC's last four opponents have combined for 156 points, and Notre Dame quarterback Everett Golson is coming off a 346-yard passing performance against Wake Forest ? the seventh-biggest in school history, accomplished in just 2? quarters, no less.

But every number in Notre Dame's favor won't matter when the Trojans go after a historic upset in a rivalry series full of unexpected twists. The Irish understand the perils looming in those 60 minutes before they earn the right to play for another national title.

"It's very exciting," Notre Dame center Braxston Cave said. "This is what guys come to Notre Dame for. We've finally got the program back to where it belongs, and I think guys are really excited about that."

In the marine world, high-energy prey make for high-energy predators. And to survive, such marine predators need to sustain the right kind of high-energy diet. Not just any prey will do, suggests a new study by researchers from the University of British Columbia and University of La Rochelle, in France.

Published today in the online journal PLOS ONE, the study is the first to show that the survival of whales and dolphins depends on the quality of their diets and this plays an important role in conservation.

"The conventional wisdom is that marine mammals can eat anything," says co-author Andrew Trites, a marine mammal expert at UBC. "However, we found that some species of whales and dolphins require calorie rich diets to survive while others are built to live off low quality prey?and it has nothing to do with how big they are."

The team compared the diets of 11 species of whales, dolphins and porpoises in the Northeast Atlantic Ocean, and found differences in the qualities of prey consumed that could not be explained by the different body sizes of the predators. The key to understanding the differences in their diets was to look at their muscle performance.

"High energy prey tend to be more mobile, and require their predators to spend more energy to catch them," says Trites. "The two have co-evolved."

J?r?me Spitz, the study's first author, says the research will help better assess the impact of resource changes to marine mammals.

"Species with high energy needs are more sensitive to depletion of their primary prey," says Spitz, a post-doctoral fellow at ULR in France, who completed the research while a visiting scholar at UBC. "It is no longer a question of how much food do whales and dolphins need, but whether they are able to get the right kinds of food to survive."

For the very first time researchers have streamed braille patterns directly into a blind patient's retina, allowing him to read four-letter words accurately and quickly with an ocular neuroprosthetic device. The device, the Argus II, has been implanted in over 50 patients, many of who can now see color, movement and objects. It uses a small camera mounted on a pair of glasses, a portable processor to translate the signal from the camera into electrical stimulation, and a microchip with electrodes implanted directly on the retina. The study was authored by researchers at Second Sight, the company who developed the device, and has been published in Frontiers in Neuroprosthetics on the 22nd of November.

"In this clinical test with a single blind patient, we bypassed the camera that is the usual input for the implant and directly stimulated the retina. Instead of feeling the braille on the tips of his fingers, the patient could see the patterns we projected and then read individual letters in less than a second with up to 89% accuracy," explains researcher Thomas Lauritzen, lead author of the paper.

Similar in concept to successful cochlear implants, the visual implant uses a grid of 60 electrodes?attached to the retina?to stimulate patterns directly onto the nerve cells. For this study, the researchers at Second Sight used a computer to stimulate six of these points on the grid to project the braille letters. A series of tests were conducted with single letters as well as words ranging in length from two letters up to four. The patient was shown each letter for half a second and had up to 80% accuracy for short words.

"There was no input except the electrode stimulation and the patient recognized the braille letters easily. This proves that the patient has good spatial resolution because he could easily distinguish between signals on different, individual electrodes." says Lauritzen.

According to Silvestro Micera at EPFL's Center for Neuroprosthetics and scientific reviewer for the article, "this study is a proof of concept that points to the importance of clinical experiments involving new neuroprosthetic devices to improve the technology and innovate adaptable solutions."

Primarily for sufferers of the genetic disease Retinitis Pigmentosa (RP), the implant Argus II has been shown to restore limited reading capability of large conventional letters and short words when used with the camera. While reading should improve with future iterations of the Argus II, the current study shows how the Argus II could be adapted to provide an alternative and potentially faster method of text reading with the addition of letter recognition software. This ability to perform image processing in software prior to sending the signal to the implant is a unique advantage of Argus II.

Nuke plant patrolled by four-legged inspection-bot

The immediate devastation from the disaster at Fukushima's nuclear plants may be over, but lingering radiation still poses a threat to cleanup workers and inspectors. This robot, or rather pair of robots, will go where humans can't (and on four legs, to boot).

The robot pair, called simply the "Quadruped walking robot,"?was designed by Toshiba specifically for this kind of work. The larger, legged robot can go up and down stairs, allowing it to access places that rolling bots cannot.

But rolling is still a useful skill, so it carries a second robot on its back that can go off on its own after being lowered down on a little crane. You can see it in action in this video:

As you can see, the walking bot isn't the quickest. But what matters isn't speed but versatility ? these robots can get anywhere and send back images and radiation readings to their operator.

They're still in the early state of development but worked well enough to show off to the press Wednesday ? what remains is adding more battery life and features like waterproofing and further hardening against radiation and temperature.

I must change the windows of my home. My old windows aren't bad looking. But although they go well with the house and I still like them, they are lacking the much needed energy efficiency. Heating and cooling my home takes five times longer than it is supposed to. I talked to the contractor that I always use, and after inspecting them, he told me that is time for windows upgrade. Because I really like the window design I have, I went in search for the similar window style only with a better energy efficiency index. I found something that looks promising at the Nitro Windows store my next door neighbor suggested. I?ll see soon enough how they will do.?

Asia stocks meander as US, Japan observe holiday

BANGKOK (AP) ? Asian stock markets saw little movement Friday as the U.S. and Japan observed holidays, although traders kept an eye on Americans hitting the stores for the start of the biggest shopping season of the year.

"It often provides a first glimpse at the strength of consumer spending in holiday season," Michael Carey of Credit Agricole CIB said in a market commentary. "Many industry analysts expect the gains to be centered in the consumer electronics sector."

The day is dubbed "Black Friday" because it falls on the day after Thanksgiving and is when U.S. retailers traditionally turn a profit as millions of Americans rush out to stores in search of gifts for Christmas and other celebrations.

Hong Kong's Hang Seng index rose 0.3 percent to 21,805.03 and South Korea's Kospi added 0.3 percent to 1,905.51. Benchmarks in Taiwan, mainland China and the Philippines also rose. Australia's S&P/ASX 200 was down 0.1 percent at 4,407.60. Benchmarks in Indonesia and Thailand fell.

A manufacturing survey that showed China's manufacturing grew for the first time in 13 months in November helped boost global stock markets on Thursday. The gains in Europe came despite a survey showing that the combined economy of the 17 countries that use the euro remains in recession.

Over recent weeks, the focus of attention has been on two main issues ? whether the White House can come to a deal with Congress on the budget and whether Greece will get its next batch of bailout cash.

Though a deal on either front has yet to be achieved, investors remain confident that their worst fears ? a U.S. recession and a Greek exit from the euro ? will be averted.

A U.S. budget deal is expected to be achieved to avoid automatic tax increases and spending cuts at the start of next year, while observers say Greece will likely get approval for the release of the money it needs to avoid bankruptcy at a meeting in Brussels on Monday.

"Should both events be concluded successfully, one can only assume we will be in for a good run into the end of the year and possibly get back to the levels we were trading in the lead up to the US presidential elections," said Stan Shamu of IG Markets in Melbourne.

Benchmark oil for January delivery was down 25 cents to $87.13 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 63 cents to finish at $87.38 a barrel on Wednesday.

In currencies, the euro rose to $1.2886 from $1.2825 late Wednesday in New York. The dollar fell to 82.23 yen from 82.49 yen.

Russia's MegaFon gets nod for $2 billion IPO - sources

MOSCOW (Reuters) - Russia's No.2 mobile phone company, MegaFon , is likely to go ahead with its planned stock market float in London this year after receiving an unofficial green light from the UK regulator, sources familiar with the matter said.?

MegaFon had aimed to raise around $2 billion (1 billion pounds) from its initial public offering this year, but several sources have said it would have to delay the share sale until 2013 if it did not get the nod from the UK Listing Authority (UKLA) in time.

MegaFon has cleared and resolved any material issues with the UKLA, a source familiar with the situation said on Saturday. Official approval is expected when MegaFon's IPO prospectus has been completed, the source said.

?The company is expected to make a formal statement on the IPO launch in the coming weeks. The deal could happen in late November or early December, before capital markets wind down for the end of the year, sources have said.

The float by MegaFon, which is controlled by Russia's richest man Alisher Usmanov, would rank as the biggest by a Russian company since Internet search firm Yandex raised $1.4 billion when it floated in New York in May 2011.

?

LISTING CRITERIA

The UKLA approves an IPO prospectus when it is satisfied a company has met its listing criteria. Among issues the UKLA typically examines is the shareholder structure. Any particular concerns are typically listed in the 'risks' section of the prospectus.

Usmanov told Reuters in September that he would fold his stake in MegaFon and other assets into a new holding company, co-owned by one of his partners Vladimir Skoch, father of billionaire Russian lawmaker Andrei Skoch, who helped build up iron ore miner Metalloinvest.?

?Goldman Sachs dropped out as an underwriter of the IPO in October, which one source familiar with the situation said at the time was over unspecified shareholding concerns that were not related to Usmanov.?

?The UKLA was now satisfied with the information provided with regard to the new holding company structure, one of the sources said.

?The UKLA gave the go-ahead for the offering on Friday, said a second source familiar with the situation, meaning the float can happen this year. A third market source also said the IPO had received the green light but gave no more details.?

?A fourth source familiar with the matter said work still remained to be done on the prospectus, indicating a final sign off may not yet have been received.

?"We intend to complete the IPO this year and that will be on the basis of an approved prospectus from the UKLA," said a spokesman for MegaFon. He declined to comment further.?

?A spokesman for the UKLA declined comment.?

MegaFon announced plans for the offering in early October but later said it would put off launching the roadshow until it had published its third-quarter results.

Those results, released on Thursday showed gains in revenues, earnings and margins that analysts said would boost MegaFon's goal of achieving a valuation comparable with its competitors, MTS and VimpelCom .

Sources have said a stake of around 15 percent in MegaFon could be offered to investors in London and Moscow, with Nordic telecoms firm Teliasonera selling down its stake.

MegaFon also plans to pay down some of the debts it took in on in a restructuring deal in April that saw tycoon Mikhail Fridman exit the business and Usmanov secure overall control.

ASSISTANT PROFESSOR
PHILOSOPHY
(Full-time, 9 month contract)

DUTIES & RESPONSIBILITIES:
Rivier University invites outstanding teachers and scholars to apply for one tenure-line position in Philosophy. The successful candidate will teach seven courses over the academic year and be responsible for developing and implementing new junior-level Philosophy courses for non-majors as part of Rivier?s innovative new Core Curriculum, ?Journeys of Transformation.? These courses will be developed under the rubric of ?Ethics, Values, and Moral Choices.? Because of the relationship of Religious Studies and Philosophy in the Core, the University is particularly interested in candidates with expertise in philosophy of religion and Catholic thought.

QUALIFICATIONS:
The ability and willingness to support the mission of the University, in all daily activities.

The successful candidate will be able to articulate why he or she is particularly interested in teaching religious studies at a Roman Catholic University whose core mission is to ?transform hearts and minds to serve the world.? Ph.D. required.
