Cain denies report of sexual harassment (AP)

WASHINGTON ? Republican presidential candidate Herman Cain's campaign denied allegations Sunday that he was twice accused of sexual harassment while he was the head of the National Restaurant Association in the 1990s.

In a statement to The Associated Press, his campaign disputed a Politico report that said Cain had been accused of sexually suggestive behavior toward at least two female employees.

The report said the women signed agreements with the restaurant group that gave them five-figure financial payouts to leave the association and barred them from discussing their departures. Neither woman was identified.

The report was based on anonymous sources and, in one case, what the publication said was a review of documentation that described the allegations and the resolution.

Cain's campaign told the AP that the allegations were not true, and amounted to unfair attacks.

"Inside-the-Beltway media have begun to launch unsubstantiated personal attacks on Cain," spokesman J.D. Gordon said in a written statement. "Dredging up thinly sourced allegations stemming from Mr. Cain's tenure as the Chief Executive Officer at the National Restaurant Association in the 1990s, political trade press are now casting aspersions on his character and spreading rumors that never stood up to the facts."

Asked if Cain's campaign was denying the report, Gordon said, "Yes."

"These are baseless allegations," Gordon said in a second interview later Sunday evening. "To my knowledge, this is not an accurate story."

Cain plans to continue with several planned appearances in Washington on Monday. He is slated to discuss his tax plan at the American Enterprise Institute, appear at the National Press Club and hold a healthcare briefing on Capitol Hill.

Cain ? a self-styled outsider relatively new to the national stage ? is facing a new level of scrutiny after a burst of momentum in the race for the GOP presidential nomination. He's been steadily at or near the top of national surveys and polls in early presidential nominating states, competitive with former Massachusetts Gov. Mitt Romney.

The former pizza company executive has been pointing to his long record in business to argue that he has the credentials needed to be president during a time of economic strife.

In its report, Politico said it confronted Cain early Sunday outside of the CBS News Washington bureau, where he had just been interviewed on "Face the Nation."

"I am not going to comment on that," he told Politico when asked specifically about one of the woman's claims.

When asked if he had ever been accused of harassment by a woman, he responded, Politico said, by asking the reporter, "Have you ever been accused of sexual harassment?"

A message seeking comment from Peter Kilgore, listed on the National Restaurant Association website as its chief legal counsel, was not immediately returned.

India shuts server linked to Duqu computer virus (Reuters)

REUTERS ? Indian authorities seized computer equipment from a data center in Mumbai as part of an investigation into the Duqu malicious software that some security experts warned could be the next big cyber threat.

Two workers at a web-hosting company called Web Werks told Reuters that officials from India's Department of Information Technology last week took several hard drives and other components from a server that security firm Symantec Corp told them was communicating with computers infected with Duqu.

News of Duqu first surfaced last week when Symantec said it had found a mysterious computer virus that contained code similar to Stuxnet, a piece of malware believed to have wreaked havoc on Iran's nuclear program.

Government and private investigators around the world are racing to unlock the secret of Duqu, with early analysis suggesting that it was developed by sophisticated hackers to help lay the groundwork for attacks on critical infrastructure such as power plants, oil refineries and pipelines.

The equipment seized from Web Werks, a privately held company in Mumbai with about 200 employees, might hold valuable data to help investigators determine who built Duqu and how it can be used. But putting the pieces together is a long and difficult process, experts said.

"This one is challenging," said Marty Edwards, director of the U.S. Department of Homeland Security's Industrial Control Systems Cyber Emergency Response Team. "It's a very complex piece of software."

He declined to comment on the investigation by authorities in India, but said that his agency was working with counterparts in other countries to learn more about Duqu.

Two employees at Web Werks said officials from India's Department of Information Technology came to their office last week to take hard drives and other parts from a server.

They said they did not know how the malware got on to Web Werks' server. "We couldn't track down this customer," said one of the two employees, who did not want to be identified for fear of losing their jobs.

An official in India's Department of Information Technology who investigates cyber attacks also declined to discuss the matter. "I am not able to comment on any investigations," said Gulshan Rai, director of the Indian Computer Emergency Response Team, or CERT-In.

UNLOCKING THE SECRET

Stuxnet is malicious software designed to target widely used industrial control systems built by Germany's Siemens. It is believed to have crippled centrifuges that Iran uses to enrich uranium for what the United States and some European nations have charged is a covert nuclear weapons program.

Duqu appears to be more narrowly targeted than Stuxnet as researchers estimate the new trojan virus has infected at most dozens of machines so far. By comparison, Stuxnet spread much more quickly, popping up on thousands of computer systems.

Security firms including Dell Inc's SecureWorks, Intel Corp's McAfee, Kaspersky Lab and Symantec say they found Duqu victims in Europe, Iran, Sudan and the United States. They declined to provide their identities.

Duqu -- so named because it creates files with "DQ" in the prefix -- was designed to steal secrets from the computers it infects, researchers said, such as design documents from makers of highly sophisticated valves, motors, pipes and switches.

Experts suspect that information is being gathered for use in developing future cyber weapons that would target the control systems of critical infrastructure.

The hackers behind Duqu are unknown, but their sophistication suggests they are backed by a government, researchers say.

"A cyber saboteur should understand the engineering specifications of every component that could be targeted for destruction in an operation," said John Bumgarner, chief technology officer for the U.S. Cyber Consequences Unit.

That is exactly what the authors of Stuxnet did when they built that cyber weapon, said Bumgarner, who is writing a paper on the development of Stuxnet.

"They studied the technical details of gas centrifuges and figured out how they could be destroyed," he said.

Such cyber reconnaissance missions are examples of an increasingly common phenomenon known as "blended" attacks, where elite hackers infiltrate one target to facilitate access to another.

Hackers who infiltrated Nasdaq's computer systems last year installed malware that allowed them to spy on the directors of publicly held companies.

In March, hackers stole digital security keys from EMC Corp's RSA Security division that they later used to breach the networks of defense contractor Lockheed Martin Corp.

Researchers said they are still trying to figure out what the next phase of Duqu attacks might be.

"We are a little bit behind in the game," said Don Jackson, a director of the Dell SecureWorks Counter Threat Unit. "Knowing what these guys are doing, they are probably a step ahead."

Hancock's new video a group effort (AP)

NEW YORK ? Herbie Hancock was a music video trailblazer: In 1984, he garnered five trophies at the first MTV Video Music Awards for his "Rockit" video, which featured robot-like sculptures moving in sync with the song's turntable scratching.

Now more than 25 years later, he's experimenting with a new technique for making a music video.

On Wednesday night, cameras were handed out to 25 photographers ? professionals and hobbyists alike ? who shot continuously as Hancock performed his funky "Chameleon" on the keytar, a synthesizer keyboard that he straps over his shoulder like a guitar.

"We're doing something really special," said Hancock in an interview before performing a brief set with his quartet before invited guests. "What they're going to do is make a flip book (of photographs) that's going to sync to the music."

"It's like the audience is going to make the music video. That's why it's crowd-sourced."

The 71-year-old Hancock made the video, due to be released in early December as part of a Canon promotional campaign, during a break from his first U.S. solo tour without any other musicians accompanying him on stage. Hancock did a brief European tour in the `80s playing solo acoustic piano, but this time he's reinventing the solo concept with all kinds of high-tech gadgetry.

"I'm able to have both the acoustic piano and a synthesizer and my iMac computer," said Hancock, who studied electrical engineering in college. "I'm actually using some devices that right now are really on the cutting edge. I have a controller board with buttons, knobs, faders and sliders in order to manipulate some sound clips."

"It's been working out really well because it has freed me up to be my own drummer and bass player. ... I'm not bound by keeping a particular rhythm or a particular time sequence," he said. "I have the capability of being much more cinematic with a live performance."

Hancock is closing out his fall tour next month with three concerts in Calgary, Alberta; Portland, Ore., and Seattle, at which he will be performing "Rhapsody In Blue" on acoustic piano with a symphony orchestra. The inspiration came after he performed a portion of the George Gershwin masterpiece with classical pianist Lang Lang at the 2008 Grammy Awards, where he also surprisingly won album of the year honors for "River: The Joni Letters."

"I determined that it's time for me to go back to my roots of classical music and to explore that now in my adult life as a professional musician," said Hancock, a child prodigy who performed a Mozart piano concerto with the Chicago Symphony Orchestra at age 11. "I listened a lot to classical music ... and used elements that I stole from Ravel or Stravinsky in my style of piano playing and compositions."

Hancock says "Rhapsody" has jazz overtones and he may improvise a little in some places. That he says is part of the classical tradition.

"Bach, Beethoven and Mozart ... were improvisers, but the art of improvisation in classical music got lost along the way," he said.

UConn academics could jeopardize 2013 tourney

(AP) ? Changes in NCAA rules adopted Thursday would keep defending national champion Connecticut from participating in the 2013 NCAA men's basketball tournament.

Under the rules adopted by the NCAA's Division I Board of Directors, a school cannot participate in the 2013 tournament unless it has a two-year average score of 930 or a four-year average of 900 on the NCAA's annual Academic Progress Rate, which measures the academic performance of student athletes.

Connecticut's men's basketball scored 826 for the 2009-10 school year. A UConn official, speaking on condition of anonymity because the number isn't official until next May, said the score for the 2010-11 school year would be approximately 975.

That would not be high enough. It would give Connecticut a two-year score of 900.5 and a four-year average of 888.5.

Connecticut, which lost two scholarships this season as a result of the latest APR report, sought clarification hoping the NCAA might use numbers from the 2010-11 and 2011-12 school years. The 2011-12 numbers are not expected to be released until May 2013, after the tournament is played.

"The University of Connecticut has received clarification today that the two APR years for determining eligibility for the 2012-13 NCAA Championships will be 2009-10 and 2010-11," the university said in a statement Thursday evening. "As all APR information is made public by the NCAA annually in May, we will have no further comment until the official data is released."

NCAA spokesman Erik Christianson confirmed the governing body's position.

"For access to postseason competition in 2012-13 and 2013-14, teams must achieve a 900 multiyear APR or a 930 average over the most recent two years to be eligible," he said in an email to the AP. "For 2012-13, those years would be 2009-10 and 2010-11. For 2013-14, those years would be 2010-11 and 2011-12."

The NCAA, however, also said that while the current process for collecting and reporting the data would continue, the committee was interested in ways to speed up the process, which could eventually result in more current data being used to determine eligibility. There also will be an appeals process before a team is banned from the tournament, the NCAA said.

On Wednesday, UConn President Susan Herbst said she was confident that the new rule would not be implemented until schools such as Connecticut have a chance to show they have made improvements.

"We just need time to prepare, and I think that's true for a lot of institutions," she said. "We need to get the supports in place so they can meet any new standard. I have no doubt that we'll have that chance."

Walter Harrison, the president of the University of Hartford and chairman of the NCAA's Committee on Academic Performance, seemed to indicate Thursday that was the intent.

"They are giving schools and teams a chance to change their behavior, but also doing it pretty rapidly so they are going to have to get on the stick," he said.

Connecticut this summer implemented a new plan to improve academic performance in men's basketball.

It calls for:

? ensuring that athletes who leave early are academically eligible when they depart.

? requiring nine credit hours of summer school for returning players to ensure they are progressing toward graduation

? providing more academic support services to incoming freshmen in the summer before they enroll and that fall

? cutting down on the number of transfers

? encouraging players who leave early for a professional career to come back and finish their degrees.

A message seeking comment was left for Herbst on Thursday evening.

Len Elmore, a member of the Knight Commission on Intercollegiate Athletics, called UConn's situation unfortunate, but said he was not surprised.

"It's a cautionary tale," he said. "But the need for again, focusing on the true mission of the university, is to graduate players and you can't fail at the most important task whether you're national champions or not."

Guy Firebombs Taco Bell Over Alleged Chalupa Meat Skimping


An irate Taco Bell customer did not take kindly to the fast food giant skimping on the meat in his chalupa on Sunday. His recourse? Firebombing the joint.

Georgia police are hunting for the aggrieved patron after he threw a Molotov cocktail at the restaurant’s drive-thru window after phoning in a complaint.

Guess the phone response he received was insufficient.

The bizarre incident occurred in Albany, Ga. Fortunately, the small blaze did not cause injuries or damage to the building, but it terrified the staff.

Manager Cynthia Thompson told cops that, shortly before the firebombing, a man called the restaurant to whine about the reported meat shortage.

The caller said that “after getting home realized that there was not enough stuffing inside of his chalupas, and demanded his order be corrected.”

When Thompson “could not accommodate him because the business was closing,” the man replied, “You must be one of them n---ers up there.”

He added, “That’s alright, I’ll just come and redecorate the place.”

This story? Not exactly uplifting for one's faith in humanity.

Euro Zone Strikes a Deal With Lots of Promise But Few Details (Time.com)

Emerging bleary-eyed in Brussels in the early hours of Thursday morning, European leaders insisted that their three-pronged deal to end the swirling debt crisis represented the solid response the markets have been asking for. They've said this before. This time, however, it looks like they mean it: after countless such summits, the presidents, chancellors and prime ministers of the 17 euro-zone members have come up with a more promising plan than at any time over the past 18 tumultuous months.

The agreement includes a deal with Greek debt holders that writes off 50% of the face value of their bonds. Through a complex mechanism, it leverages the existing bailout fund to boost its firepower several-fold to potentially ?1 trillion ($1.4 trillion). And it recapitalizes vulnerable banks to the tune of some ?106 billion ($148 billion). "We have reached an agreement which I believe lets us give a credible and ambitious and overall response to the Greek crisis," French President Nicolas Sarkozy declared at the end of some 11 straight hours of talks. "Because of the complexity of the issues at stake, it took us a full night. But the results will be a source of huge relief worldwide." (See pictures of the global financial crisis.)

The agreement still lacks detail, but it nonetheless takes the euro zone much further than ever before on each of the three key elements:

? The Greek write down ? effectively a managed default ? will slash the country's debt by a third to 120% of GDP by 2020, and require bondholders to take a 50% haircut. That figure is a compromise: The IMF demanded a 75% haircut, while banks and bondholders argued that more than 40% would likely trigger costly insurance claims and provoke a run on Italian and Spanish debt markets. It is still far deeper than the 21% cut agreed by the leaders at their July summit, and came after almost universal recognition that the country's debt pile was simply not shifting despite the current austerity measures. A revealing detail in the package is that a European Commission team will be permanently in Greece to "to advise and offer assistance in order to ensure the timely and full implementation of the reforms". Officially this is aimed at ensuring "Greek ownership" of the reforms, but it could make the country an economic ward of the E.U. (Read: "Europe's new debt crisis agreement: the good, the bad, the ugly.")

? The agreement on bank capitalization ? which was made by the full 27-member E.U. on Wednesday ? set a 9% threshold for the "highest quality" capital by June 2012. The new ratio recognizes that the capital buffer for European banks ? around 6.5% ? is too small, with many institutions finding it increasingly hard to borrow. This implies raising a mandated capital of around ?106 billion ($148 billion) in total across all banks: the European Banking Authority says that Greek banks would need ?30 billion ($42 billion), Spanish banks ?26.2 billion ($37 billion), Italian banks ?14.8 billion ($21 billion), French banks ?8.8 billion ($12 billion), and German banks ?5.2 billion ($7 billion), while British and Irish banks, it seems, need no new capital. The deal includes calls for more control over salaries and bonuses, saying, "banks should be subject to constraints regarding the distribution of dividends and bonus payments" until recapitalization is complete.

? The deal to boost the bailout fund, the European Financial Stability Facility (EFSF) will leverage it "several-fold" from its current ?440 billion ($616 billion), with Sarkozy and German Chancellor Angela Merkel both referring to an increase of "four to five times". But since the fund has about ?250 billion ($350 billion) left, the final pot is still only expected to be about ?1 trillion ($1.4 trillion), significantly lower than the ?2 trillion ($2.8 trillion) "big bazooka" that markers seemed to be demanding. Officials said the leverage mechanism ? which still has to be finalized ? would be raised in two ways. Firstly, through insurance, expected to be around 20% of face value, that investors can opt for when they buy sovereign bonds in the primary market; and secondly with a special vehicle which will be able to fund the bailout operations. Further resources could be available from co-operation with the IMF and sovereign-wealth funds, including China. However, this is the haziest part of the package, with no numbers included in the final agreement. (See why it's make-up or break-up time for the euro zone.)

The triple package was agreed after apocalyptic warnings that Europe could be plunged into a new era of war and conflict if it fails to tackle euro crisis. Speaking to the Bundestag on Wednesday, Merkel had eschewed her former reticence about helping Europe's ailing southern brethren, and even raised the specter of future conflict if an agreement proved elusive. "We have a historical obligation to protect by all means Europe's unification process begun by our forefathers after centuries of hatred and blood spill," she said. "None of us can foresee what the consequences would be if we were to fail."

But minds were doubtless concentrated by events in Italy, under attack from markets skeptical about whether its political system could deliver the reforms its sclerotic economy needs. Although much of the talk has been of the Greek debt meltdown, it was risk of contagion to Italy, the E.U.'s third-largest economy, that represented the biggest threat to the euro. Italian Prime Minister Silvio Berlusconi arrived in Brussels with a list of promises and a swirl of rumors that he had made a secret pact with his coalition partners to resign at the end of the year. But back in Rome there was still a sense of chaos when a parliamentary session descended into a brawl, underscoring the country's legislative paralysis.

Yet the drama in Rome makes it easier for Brussels to build a case for new powers to rein in errant governments through budgetary and fiscal discipline. European Commission President Jos? Manuel Barroso said the summit's "exceptional measures" would necessarily lead to closer fiscal union, with new coordination and surveillance, and he promised new proposals over the next few months to further harmonize economic policy. "Europe must never again find itself in this situation," he said. "That is why we must further improve our economic governance." (See why the euro hasn't been fixed yet.)

So what does it all add up to? While short on numbers, the agreement nonetheless represents the strongest signal of intent from euro-zone governments who have, until now, attempted to muddle through while wishing away the single currency's woes. That in itself might prove more significant for markets than the absence of specifics in the package. "Even if it probably was not the final word on the crisis, it is again another important step in the right direction," says Carsten Brzeski, senior economist at ING banking group. "The euro zone could be on its way towards a happy ending. But it won't be a Hollywood happy ending, easy to understand with a big punch line. It rather looks like a French movie: highly complex with a lot of drama but still ending happily."

Exact details of the alternative natural and traditional therapies tried by Steve Jobs before he underwent surgery in 2004 and eventually died of pancreatic cancer earlier this month have not been disclosed. (A representative from Apple declined to comment on any aspect of the Apple co-founder's illness.) He reportedly restricted his diet to just fruits or just fruits and vegetables, tried out something called hydrotherapy and consulted psychics. In any case, a mounting body of scientific and anecdotal reports provides compelling evidence about the potential impact, both positive and negative, of so-called complementary practices on the health and longevity of cancer patients following their diagnosis. And, although Jobs's unconventional early-treatment choices may not have done much to stave off the spread of deadly cancer cells in his case, they provide an opportunity to discuss what makes cancer grow and how to stop it.

Jobs had a rare form of pancreatic cancer known as pancreatic neuroendocrine tumor (pNET). Accounting for about 1 percent of all pancreatic cancers, pNET is a cancer of the endocrine cells, known clinically as the islets of Langerhans, which exist in small clusters throughout the pancreas. These cells produce hormones such as insulin, which lowers blood sugar, and glucagon, which increases it.

Unlike the vast majority of pancreatic cancers (known as pancreatic adenocarcinomas) of the ductal part of the pancreas, pNET is not always deadly. These cancer cells tend to be slow growing, and so the cancer does not spread to other sites in the body as quickly. That means surgical removal of the tumor can sometimes be curative. For patients whose disease is detected while it's still confined to the pancreas, the five-year survival rate is 87 percent?in other words, the majority of patients live for quite a while.

For patients in whom this cancer has spread outside the pancreas, the median survival is 27 months. "That said, there are groups of patients with metastatic disease who can live much longer," says James Yao, associate professor and deputy chairman in gastrointestinal medical oncology at the University of Texas M. D. Anderson Cancer Center, "some even up to 5 to 10 years."

It's impossible to know whether surgery would have been curative if Jobs had undergone the procedure at the time of his diagnosis. But what about the role of acupuncture and other naturopathic approaches he tried? Could they have extended his life and improved his health or had the opposite effect?

Acupuncture has gained traction in Western medicine as a helpful complementary component to cancer care. Some clinical studies have confirmed the efficacy of this traditional Chinese medicine approach, in which needles are shallowly inserted at different points on the body, in diminishing the nausea, pain and fatigue that often follow chemotherapy, radiation and surgery, the mainstays of modern cancer treatment.

But although it may have contributed to overall well-being, acupuncture is unlikely to have had an impact on the tumor itself. "It is not enough to change the course of the disease," says Lowell Kobrin, a medical doctor who now focuses on acupuncture and herbal medicine at Northbend Medical Center in Coos Bay, Ore. "It could not affect the cancer itself."

As Tim Birdsall, vice president of integrative medicine at the Cancer Treatment Centers of America, explains it, cancer is a disease in which the cells become less and less responsive to their external environment. Multiple mutations in DNA?specifically, abnormalities in the p21 and p53 genes, among other changes?stop the process of apoptosis, or programmed cell death, that normal cells undergo. In addition to becoming immortal, cancer cells invade the surrounding tissue, rendering it nonfunctional.

Thai floods force evacuation of nearly 800 inmates

(AP) ? Thailand is evacuating inmates from three prisons around Bangkok as a series of upcoming high tides increases the chance that rising floodwaters will crash over the capital's flood defenses and swamp an already rattled city.

Correction officials say nearly 800 inmates were evacuated Wednesday due to the threat.

Meanwhile, residents continued to stock up on dwindling emergency supplies, and others fled as floodwater spread.

More than 1,000 displaced people taking refuge at Bangkok's secondary airport were moving as water inched closer to the terminal a day after the stoppage of all flights there.

The government says when floodwaters mix with high tides this weekend, waters could run from 4 inches to 5 feet (10 centimeters to 1.5 meters) deep.

Attention, animal lovers, it?s?almost the spookiest night of the year! The ASPCA recommends taking some common sense precautions this Halloween to keep you and your pet saying ?trick or treat!? all the way to November 1.

1. No tricks, no treats: That bowl of candy is for trick-or-treaters, not for Scruffy and Fluffy. Chocolate in all forms?especially dark or baking chocolate?can be very dangerous for dogs and cats. Candies containing the artificial sweetener xylitol can also cause problems. If you do suspect your pet has ingested something toxic, please call your veterinarian or the ASPCA Animal Poison Control Center at (888) 426-4435.

2. Popular Halloween plants such as pumpkins and decorative corn are considered to be relatively nontoxic, but they can produce stomach upset in pets who nibble on them.

3.?Wires?and cords from electric lights and other decorations should be kept out of reach of your pets. If chewed, your pet might suffer cuts or burns, or receive a possibly life-threatening electrical shock.

4. A carved pumpkin certainly is festive, but do exercise caution if you choose to add a candle. Pets can easily knock a lit pumpkin over and cause a fire. Curious kittens especially run the risk of getting burned or singed by candle flames.

5. Dress-up can be a big mess-up for some pets. Please don?t put your dog or cat in a costume UNLESS you know he or she loves it (yup, a few pets are real hams!). For pets who prefer their ?birthday suits,? however, wearing a costume?may cause undue stress.

6. If you do dress up your pet, make sure the costume isn?t annoying or unsafe. It should not constrict the animal?s movement or hearing, or impede his ability to breathe, bark or meow. Also, be sure to?try on costumes before the big night. If your pet seems distressed, allergic or shows abnormal behavior, consider letting him go au naturale or donning a festive bandana.

7. Take a closer look at your pet?s costume and make sure it does not have small, dangling or easily chewed-off pieces that he could choke on. Also, ill-fitting outfits can get twisted on external objects or your pet, leading to injury.

8. All but the most social dogs and cats should be kept in a separate room away from the front door during peak trick-or-treating hours. Too many strangers can be scary and stressful for pets.

9. When opening the door for trick-or-treaters, take care that your cat or dog doesn?t dart outside.

10. IDs, please! Always make sure your dog or cat has proper identification. If for any reason your pet escapes and becomes lost, a collar and tags and/or a microchip can?be a lifesaver, increaing the?chances that he or she will be returned to you.

Family, friends of dead Utah teen seek answers

Family and friends of a 16-year-old Utah girl whose body was found in a shallow grave were awaiting the results of an autopsy and police investigation into her death.

Authorities announced Saturday that the body found last week in the shallow grave in a rural area north of Salt Lake City belonged to Alexis Rasmussen. She was last seen the night of Sept. 10, when she was babysitting for Eric and Dea Millerberg of North Ogden.

The couple has been arrested on unrelated charges, but neither has been named as suspects in Rasmussen's case. Police have declined to comment about the couple.

The girl's aunt, Tammy Reed, said police haven't told the family the cause of death or even whether detectives believe she was murdered.

"We're all saddened," she said. "We want to know why and how and who."

Rasmussen's mother had given her permission to stay at the Millerberg home that night because it was late. She was last heard from around 11:30 p.m. when she texted her mother saying the Millerbergs hadn't returned home. The couple said between 11 p.m. and midnight, she told them she was leaving to meet a friend at a local school, police said.

Family members have acknowledged that Rasmussen had run away before, and police previously said they were treating the investigation as a missing person case.

Police have said a tip from a confidential informant led them to an isolated area of Morgan County where the teen's remains were discovered.

Investigators were working to determine the cause of the girl's death, as well as who was responsible, North Ogden police spokesman Paul Rhoades said. He referred further queries about the case to Weber County Attorney Dee Smith.

"The circumstances surrounding her disappearance and the discovery of her body certainly suggest that we are dealing with a homicide," Smith told the The Salt Lake Tribune. "At the same time, we're real early into this for me to say with any confidence what took place."

Reed said her niece's untimely death is even more heartbreaking because she had a beautiful spirit and ebullient personality.

"Everything about Lexi was remarkable," she told the Deseret News. "(She touched people with) her heart, her smile, her eyes. She wanted to be a nurse. She had hopes and dreams and was always looking toward the future."

House Speaker Boehner assails Obama "reset" with Russia (Reuters)

WASHINGTON (Reuters) ? The top Republican in Congress on Tuesday assailed President Barack Obama's "reset" policy with Russia as contrary to U.S. interests and values, and urged him to rethink his approach in light of Vladimir Putin's impending return to the Kremlin.

House of Representatives Speaker John Boehner, in a rare speech on foreign policy, warned that Russia's response to Obama's much-vaunted outreach was "nothing short of an attempt to restore Soviet-style power and influence."

Pushing for a tougher line, Boehner pressured Obama not to agree to Russia's accession to the World Trade Organization until Moscow settles a territorial dispute with neighboring Georgia, a U.S. ally, stemming from their brief 2008 war.

In an address to the conservative Heritage Foundation think tank in Washington, he also urged the administration to do more to "compel" Russia to curb its ties with Iran, particularly on nuclear and missile technology, and called for a stronger effort to get Moscow to address human rights concerns.

"The United States should insist Russia 'reset' its own policies. If those appeals require teeth, the House stands ready to approve them," Boehner said.

Taking aim at the reengagement with Russia that Obama has touted as one of his top foreign policy achievements, Boehner voiced suspicion harbored by many U.S. conservatives over the decision by Putin, a former KGB spymaster, to reclaim the presidency next year.

"Soon, Russia will be officially led by someone known to harbor intense Soviet nostalgia," he said.

Boehner's speech, at a time when Republicans are deadlocked with Obama over domestic policy, sought to raise fresh doubts over the Democratic president's global leadership and broaden the assault on his record beyond his economic stewardship.

There was no immediate White House reaction.

But polls show foreign policy is likely to gain little traction in the 2012 election campaign, when concerns over the stagnant U.S. economy and high unemployment are expected drive voters' decision whether or not to give Obama a second term.

PLAYS BALL WITH 'DANGEROUS REGIMES'?

Boehner said that since Obama took office nearly three years ago, Russia "has been the beneficiary of American outreach and engagement."

He said Russia, in response, has "continued to expand its physical, political and economic presence," uses its vast energy resources as a political weapon and "plays ball with unstable and dangerous regimes."

With Putin -- who held the presidency from 2000-2008 -- apparently assured of returning to office in the March election, Boehner said: "It's only appropriate to ask whether the Obama administration will now reconsider its policy toward Russia."

The White House has insisted that the reset in relations would remain on track despite the looming leadership reshuffle in Moscow.

Analysts say that even though Putin has been the power behind the scenes, his return to the presidency could undermine some progress achieved under his protege, President Dmitry Medvedev, in reconciling the former Cold War foes.

There are also doubts whether Putin, known for a more nationalistic tone and strident anti-U.S. rhetoric, will be able to develop much of personal rapport with Obama, who worked well with the technocratic Medvedev.

"I'm not here to argue for open conflict, or against productive engagement," Boehner said, citing potential cooperation on arms control, counterterrorism and trade.

But he made clear his view that Obama's approach had neglected human rights and political reform in Russia.

"We cannot sacrifice values or get away with walling off our interests from our moral imperatives," Boehner said. "Instead of downplaying Russia's disregard for democratic values and human rights, we should call on them and call them out on it. Publicly, forcefully, frequently."

International human rights activists have criticized the administration for not taking a strong enough stand on the issue with world powers like Russia and China.

The White House insists that Obama speaks out when necessary while reserving some of his toughest language for private talks with leaders.

BRUSSELS (AP) ? Greece's prime minister pleaded Sunday for a comprehensive solution to the European debt crisis that has swallowed his country and is threatening to suck in larger economies, but the continent's leaders warned the world may have to wait a few more days.

The search for a comprehensive solution to its escalating debt troubles has divided the continent. Increasingly it is pitting not only the poorer countries in the eurozone against their richer neighbors that are tired of bailing them out, but also sparking anger from governments outside the 17-state currency union, who fear being dragged into the mess.

"The crisis in the eurozone is having a chilling effect on all our economies, Britain included. ... We have to deal with this issue," British Prime Minister David Cameron said on his way into the meeting of the 27-country EU. Britain does not use the euro. Later in the day, the leaders of countries the 17 that use the euro will meet on their own.

Cameron's eurozone counterparts, meanwhile, tried to lower expectations for Sunday's meetings, saying the real decisions will be made Wednesday at another emergency summit.

"Let's put the expectations in context: Don't count on decisions today," German Chancellor Angela Merkel said.

Leaders are in the difficult position of not being able to decide on anything until everything is in place, since each piece of the crisis puzzle affects the others.

The biggest sticking point is how to most effectively use Europe's bailout fund to make sure Italy and Spain don't see their borrowing costs spiral out of control as happened with Greece, Portugal and Ireland. Europe doesn't have enough money to rescue Italy and Spain as it did the other three countries; analysts say it must act now to eliminate the possibility of their collapse.

Merkel and French President Nicolas Sarkozy urged Italian Prime Minister Silvio Berlusconi at a meeting on Sunday morning to reform the country's economy before it's too late, according to a German official. He spoke on condition of anonymity to describe private discussions.

While the German and French leaders presented a united front to Italy, their disagreements over how best to use the bailout fund, which is called the European Financial Stability Facility, are causing delays.

France wants the fund to be allowed to tap the massive cash reserves of the European Central Bank ? an option Germany rejects. And weaker economies are wary of agreeing to the other two parts of the grand plan ? bigger bank capital and cuts to Greece's debt ? without assurance that the bailout fund is ready to provide support.

Until it does, the continuing uncertainty will roil markets and slow growth across Europe and even the world.

Worst off, of course, is Greece, which reeling from several rounds of budget cuts that have sparked a series of strikes and riots.

"Greece has proven again and again that we are making the necessary decisions to make our economy sustainable, and make our economy more just," Greek Prime Minister George Papandreou told reporters as he headed into Sunday's meetings. "We are doing what we need from our side ... but it's been proven now that the crisis is not a Greek crisis. The crisis is a European crisis, so now is the time that we as Europeans need to act decisively and effectively."

To ease the pressure on the country, banks will be asked to accept much bigger losses on the country's bonds.

Austria's chancellor said the cut in the value of Greek government bond will likely be raised "in the direction of 40 to 50 percent."

"A cut in the debt is the right step," Werner Faymann told Austrian newspaper Wiener Kurier. The comments were confirmed by one of his aides.

Despite massive budget cuts and reforms, a new report has said that Greece's economic situation is still dire and that worsening economic conditions mean it could take the country decades to emerge from the crisis.

The report from debt inspectors said the eurozone and the International Monetary Fund would likely have to lend Athens more money unless the banks accept a 60 percent writedown of the bonds they hold. That would be on top of the euro110 billion ($300 billion) in rescue loans that have been propping up with country since May 2010.

Another rescue of a similar size was agreed to in July, but it's now clear that deal did not go far enough. For instance, it called for only a 21 percent cut in Greek bond holdings; leaders are now discussing a much more significant reduction, though an exact percentage has not yet emerged.

The near-consensus among eurozone countries that Greece's debt will have to be slashed is one of the reasons banks across Europe ? not only in the 17-country eurozone ? will be forced to shore up their capital buffers in the coming months.

A European official said Saturday that new rules agreed by EU finance ministers would see banks having to raise just over euro100 billion ($140 billion). The official was speaking on condition of anonymity because the rules were pending approval from EU leaders.

However, on Sunday it was uncertain whether EU leaders would even be able to sign off on the bank capital rules before a second summit Wednesday. A draft of summit conclusions from Sunday morning only welcomed the progress made by finance ministers, adding that the final decision would be made by yet another finance ministers' meeting on Wednesday ahead of the second summit.

The EnGenius ESR9855G Multimedia Enhanced Wireless 300N Gaming Router is a single-band device, stuffed with advanced features and sporting a sharp management interface. It delivers robust throughput at close range running in 802.11 b/g/n (Mixed) modes, but that throughput falls off at increased distances. Surprisingly, speed actually declined when I set the device on 802.11n only mode. This makes for a router that aims high yet falls short in retaining consistently strong throughput. It's the one big flaw in this otherwise very good? router, which you can get online for about $100.

Specs and Design
The ESR9855G's design is unique among consumer routers. It's a real eye-catcher, with a black, glossy top and a bright orange chassis. Two external 3dBi Dipole antennas attach to both sides of the router. Inside are the Ubicom IP7K + Atheros AR9223 (RF) chipset.

The front panel has LEDs for monitoring power, client connections, WAN and WPA. The rear houses four Gigabit LAN ports, a WAN port, and a power switch.? On top of the unit is a WPS button for easy client connectivity. The bottom of the device has two wall mount sockets.

The design is apparently conducive to cool running, as the router remained cool to the touch after two days of uptime.

Setup and Features
The setup process, which requires wiring a computer to the device, seems dated when the norm is wireless setup found in routers such as the Cisco Linksys E4200 Maximum Performance Wireless-N Router or Belkin's N750 Wireless Dual-Band N+ Router, but it is still easy and efficient. The router ships with a CD containing the user manual and the EnGenius Smart Wizard, a browser-based interface rather than an executable file.

Setup instructions are very detailed, illustrating how to power up and connect the cables to the router. My WAN settings were picked up right away. By default, the router was configured to run in Mixed mode with no security setup. This may be problematic for less technical users. Routers from Cisco/Linksys and other vendors incorporating security configuration into the initial setup process; it?s just that important. Since EnGenius is marketing this to the savvier gamer set, the omission of security configuration from setup is forgivable.

The interface is sharp. It's clean, and easy to navigate through. The color choices and font-sizing makes it very easy on the eyes. Once the router is set up, the interface allows for further configuration of basic and advanced settings. A wireless wizard within the interface walks users through the basics?changing the SSID and setting up security. Although, as mentioned, security isn't configured during initial setup by default, EnGenius does a good job of conveying what the different security settings mean, with WPA2 listed as "Best."

Advanced settings allow for very granular tweaking of settings that most users won't want to fuss with, such as transmit power and DTIM interval. In between the very basic and very advanced settings are lots of other features in this router. The device offers DHCP, SPI firewall, VPN pass-through, Dynamic DNS, virtual server mapping and port forwarding.

QoS is done with feature called SteamEngine. When enabled, it aids in prioritizing traffic, which is why this is a router targeted for gamers and multimedia enthusiasts.

While some throughput issues stop me short of recommending this as a small business router, there are some capabilities that would be attractive to a small business. For instance, the ESR9855G supports WPA2-Enterprise encryption, and users can establish up to four distinct WLANs.

As evidenced by the most recent disclosure reports filed in the U.S. Senate?s lobbying database, both of the companies hit all time highs in terms of lobbying dollars. Google?s lobbying spend hit an all-time high again this quarter, with spending coming in at $2.38 million, nearly doubling its spend from the same period a year ago. Last quarter, Google spent $2.08 million on lawmakers. The search giant spent a total of $5.2 million in lobbying last year, and with this quarter's tally has already passed last year's spend with $5.8 million in the first three quarters of 2011.

MotoGP rider Simoncelli dies after crash (Reuters)

REUTERS ? Italian MotoGP rider Marco Simoncelli died after a horrific crash at the Malaysian Grand Prix in Sepang on Sunday, completing a harrowing week for motorsport after British IndyCar driver Dan Wheldon lost his life last weekend.

Simoncelli, 24, crashed on the second lap and was hit by the bikes of Colin Edwards and Valentino Rossi as he slid across the track on his Honda.

His helmet was knocked off in the incident and the season's penultimate race was stopped immediately with a red flag and then cancelled.

Yamaha's Edwards also came off his bike but escaped serious injury, while Rossi was able to coax his Ducati back to the pits.

Simoncelli lay stricken on the track before being taken to the circuit's medical centre where he was pronounced dead.

"Everybody involved in MotoGP extends its deepest condolences to Marco's family, friends and team at this tragic loss," MotoGP said in a statement.

Casey Stoner, who won his second MotoGP title at his home Australian Grand Prix last week, said: "As soon as I saw the footage it just makes you sick inside.

"Whenever the helmet comes off that's not a good sign."

Medical director Michele Macchiagodena said Simoncelli was already unconscious when medics reached him.

"He was hit by other riders, he suffered a very serious trauma to the head, to the neck and the chest," he said. "In the ambulance there was a cardiac arrest."

Macchiagodena added: "(Edwards) had a dislocation of the shoulder and with anaesthesia the shoulder now is in the correct position. He is fine."

Simoncelli's death is the first in the sport's premier class since another Honda rider, Daijiro Kato, was killed at the 2003 Japanese Grand Prix.

Kato's fellow Japanese Shoya Tomizawa also died in a similar crash to Simoncelli in Moto2, the class below MotoGP, last year.

Simoncelli, known for his shaggy afro haircut and fun-loving personality, began in the 125cc class in 2002 before moving up to the 250cc class in 2006.

He won the 250cc world title in 2008.

IMPLICIT DANGER

MotoGP bosses and riders have been working hard to improve safety following Tomizawa's death at the San Marino Grand Prix in September 2010.

However, they have acknowledged there is little more they can do given the implicit danger in motorcycling, especially when riders are hit by other bikes.

All Italian sports events on Sunday will observe a minute's silence in memory of Simoncelli, the Italian Olympic Committee said in a statement.

Simoncelli was a big fan of soccer club AC Milan, who released a statement offering their condolences and wore black armbands in their win over Lecce.

Last season's MotoGP world champion Jorge Lorenzo suffered a serious injury last weekend which could have cost him a finger, further underlining the danger of the sport.

"On a day like this I don't know what to say," said the Spaniard. "Marco, rest in peace."

Nicky Hayden, the 2006 champion who rides for Italian team Ducati, was heartbroken.

"It is a really horrible day for all of us," the American said. "I saw Marco fall.

"Leaving the corner he lost the back end and probably he didn't manage to regain his balance on the bike. I feel really bad. On the track we are all brothers."

Wheldon died at the Las Vegas Motor Speedway last Sunday after being involved in a 15-car crash.

Drivers questioned the wisdom of running the IndyCar finale on a very fast, high-banked oval which had not staged an event in the series for 11 years.

Others criticised the 34-strong field sprinkled with part-time drivers.

Nearby planet-forming disk holds water for thousands of oceans

For the first time, astronomers have detected around a burgeoning solar system a sprawling cloud of water vapor that's cold enough to form comets, which could eventually deliver oceans to dry planets.

Water is an essential ingredient for life. Scientists have found thousands of Earth-oceans' worth of it within the planet-forming disk surrounding the star TW Hydrae. TW Hydrae is 176 light years away in the constellation Hydra and is the closest solar-system-to-be.

University of Michigan astronomy professor Ted Bergin is a co-author of a paper on the findings published in the Oct. 21 edition of Science.

The researchers used the Heterodyne Instrument for the Far-Infrared (HIFI) on the orbiting Hershel Space Observatory to detect the chemical signature of water.

"This tells us that the key materials that life needs are present in a system before planets are born," said Bergin, a HIFI co-investigator. "We expected this to be the case, but now we know it is because have directly detected it. We can see it."

Scientists had previously found warm water vapor in planet-forming disks close to the central star. But until now, evidence for vast quantities of water extending into the cooler, far reaches of disks where comets and giant planets take shape had not emerged. The more water available in disks for icy comets to form, the greater the chances that large amounts will eventually reach new planets through impacts.

"The detection of water sticking to dust grains throughout the planet-forming disk would be similar to events in our own solar system's evolution, where over millions of years, these dust grains would then coalesce to form comets. These would be a prime delivery mechanism for water on planetary bodies," said principal investigator Michiel Hogerheijde of Leiden University in the Netherlands.

Other recent findings from HIFI support the theory that comets delivered a significant portion of Earth's oceans. Researchers found that the ice on a comet called Hartley 2 has the same chemical composition as our oceans.

HIFI is helping astronomers gain a better understanding of how water comes to terrestrial planets---Earth and beyond. If TW Hydrae and its icy disk are representative of many other young star systems, as researchers think they are, then the process for creating planets around numerous stars with abundant water throughout the universe appears to be in place, NASA officials say.

German satellite expected to hit Earth on weekend (AP)

BERLIN ? German scientists still don't know exactly when or where pieces of a defunct satellite hurtling toward the atmosphere will hit the Earth this weekend.

Andreas Schuetz, a spokesman for the German Aerospace Center, said Saturday the best estimate is that the ROSAT scientific research satellite will crash into the Earth sometime between late Saturday and Sunday up to 1200 GMT (8 a.m. EDT). An update is expected later Saturday.

Parts of the minivan-sized satellite will burn up during re-entry but up to 30 fragments weighing 1.87 tons (1.7 metric tons) could crash at speeds up to 280 mph (450 kph).

The satellite orbits every 90 minutes and it could hit Earth anywhere along its path ? a vast swath that includes much of the planet outside the poles.
